Unlike thick rubberized undercoating products, Chassis Shield is a penetrating rust inhibitor. It is not meant to build up a thick layer. Instead, it wicks into micro-surface pores and metal-on-metal contact zones, leaving behind a thin film that blocks oxygen and moisture access at the molecular level. This is why it also works as a lubricant -- the same film that resists rust also reduces friction between sliding and pivoting steel parts.
For surfaces with heavy existing rust scale, wire-brush or sand the worst buildup first. Chassis Shield will slow and inhibit further rust on treated surfaces, but it is not a rust converter and will not chemically neutralize heavy scale the way a dedicated phosphoric acid product would.
