Industry standard and Lippert's own recommendation is to replace the inner bearing cone and inner bearing race at the same time. The two components wear together -- replacing only one leaves a mismatched contact surface that shortens the life of the new part. If you're already doing a hub service, the added cost of the matched cone is minimal compared to the risk of premature failure.
The bearing race (also called a bearing cup) is the hardened steel ring pressed into the hub bore. The tapered roller bearing cone sits inside it and rotates as the wheel turns. Together, the cone and race transfer the trailer's load from the hub to the spindle while allowing smooth, low-friction rotation. Both surfaces must be smooth, properly hardened, and dimensionally correct for safe operation.
When pressing in a new race, always use a proper bearing race driver or press -- never hammer directly on the face of the race.
