An idler hub (also called a free-rolling hub) is used on axle positions that do not have a brake drum. On single-axle trailers with electric brakes only on certain wheels, or on tag axles and second axles of tandem setups, the non-braked side uses an idler hub rather than a brake hub. This assembly is the correct choice for those positions. If you need a brake hub for the same bolt pattern and axle rating, verify which position on your axle requires brakes before ordering.
